After studying law, Mann served from 1827 to 1833 in the Massachusetts House of Representatives and from 1835 to 1837 in the state Senate. From 1837 to 1848 he was secretary of the Massachusetts Board of Education, charged with considering proposals for reforming the school system. In 1848 he was elected to Congress.
